Since 2004 KPC managed more than 180 international consultancy projects and more than 50 national projects in the key environmental sectors water, wastewater treatment, energy, climate change, contaminated sites and sustainable development.

Countries of operation

KPC managed projects in more than 27 different countries starting with Armenia to Ukraine in various regions such as Western Europe, Eastern Europe, Asia, Africa and the Caribbean.

Company history

Being a department of Kommunalkredit Bank before, Kommunalkredit Public Consulting has been established in 2003 and has set itself the goal of making a sustainable contribution to environmental, economic and social developments through the management of support programmes and targeted consulting activities for international clients. Over time, KPC successfully established client relationships to the major multi-lateral and bi-lateral development banks as well as to international donor organisations.

Our department is certified according to ISO 9001 and applies highest quality management standards on internal processes and during the implementation of our services. For each assignment, we tailor a quality management concept according to our client’s needs.

International Consulting

Key expertise

Our consulting activities focus on the implementation of technical assistance assignments and the provision of advisory and management services in the fields of energy, environment, climate change and water as well as development financing as a cross-cutting topic. We particularly look at synergies within these fields and derive practical, tailor-made solutions that generate value for our clients.

The basis for our distinctive competence is our experience in managing Austrian federal environmental funding schemes since 1993. These schemes provide financial support for investment projects in the field of water and wastewater, energy efficiency, renewable energy and contaminated site remediation.

Over the years KPC has accumulated a wealth of experience in the fields of energy efficiency and renewable energy, design and implementation of financing facilities & support schemes, water supply and sanitation, contaminated sites and climate finance through programme management mandates in Austria and internationally.

We utilise this expertise and reputation by implementing consultancy assignments in Austria and internationally. As leading experts in development consulting, environmental fund management and policy advice we contribute to a sustainable economic, social and environmental development across different sectors and countries.

Major clients and geographical focus

Our clients include the Austrian Ministry of Environment, Austrian Development Agency (ADA), l’Agence Française de Développement (AFD), European Commission (EC), European Bank for Reconstruction and Development (EBRD), Gesellschaft für internationale Zusammenarbeit (GIZ), KfW Development Bank, Organisation for Economic Cooperation and Development (OECD), United Nations Development Programme (UNDP), United Nations Industrial Development Programme (UNIDO), European Environment Agency (EEA) and the World Bank Group (WB).

We focus on South East Europe (SEE), Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS). We also successfully expanded our regional experience to other continents and have project experience in the MEDA region, selected countries in Africa and the LAC.

National Consulting

National Consulting / other key activities

For our clients in Austria, our team provides services esp. in the fields of climate and energy, water and contaminated site remediation.

Climate-related national consulting includes:

  • Acting as focal point for NER 300, a European funding mechanism for demonstration projects in the renewable energy sector. We are an interface to the Austrian Ministry of Environment, the European Commission and the project developer.
  • As one of Austria’s climate finance agencies, KPC administers a global portfolio of climate finance projects in the field of energy, REDD+ and biodiversity in Africa, Asia and Latin America. KPC is also leading the implementation of the Austrian NAMA initiative, which seeks to identify, register and implement international projects and programmes in developing countries.

In the energy sector KPC successfully implemented specific projects such as,

  • Technical and financial evaluation of a small-sized hydropower plant in Hallstatt, Austria (client: Kommunalkredit AG, 2013)
  • Analysis of the waste heat potential in Austrian industrial facilities (client: Ministry of the Environment, 2012)
  • Technical assistance to the Austrian small hydropower support scheme (client: OeMAG, since 2009)

As to water advisory services, KPC is a long-standing partner of the Austrian Development Agency (ADA) and works to maximise ADA’s impact in its priority countries. KPC also intends to help ADA mainstreaming climate change aspects in its global portfolio, allowing ADA to effectively manage risks and seize opportunities related to this global challenge. KPC has also carried out studies, such as,

  • Evaluation of the investments of the Austrian water supply and waste water sector (Client: Federal Ministry for Agriculture, Forestry, Environment and Water Management, 2012)

In the field of contaminated site remediation, KPC has carried out several studies for the Austrian Environment Agency (UBA) related to the management of contaminated sites, cost-efficiency of management measures and decision making tools for efficient goal attainment.
